This agency is justifiably proud of its mission and guiding principles. Over the years, these have remained the benchmark by which all decisions have been judged. As we continue to mature as an agency, our approach is now guided by clinical principles of recovery, evidence-based treatment, and an understanding of the impact of trauma and violence on the lives of the people who choose our services. However, important as these developments are, their fit within our mission is crucial. We believe that they not only fit but strengthen the scope of our mission.
Our Vision: Our communities will be healthier as a result of our presence, leadership and collaborative working relationships. Stigma related to mental illness, substance abuse and intellectual disabilities will be reduced and the pervasive nature of violence and the resulting trauma in our communities will be addressed.
Our Mission and Guiding Principles: Tri-County Mental Health Services is committed to providing hope and recovery to the people of Maine. We will deliver state of the art mental health, substance abuse, habilitation, and life skills services that are trauma-informed, recovery-based and integrated. We will secure our ability to provide such services through maintaining financial stability.

- We prioritize services to persons with the most severe and chronic disabilities
- We provide services that are individualized, consumer driven and strengths-based
- We include consumers in the planning and review of agency services, peer employment and board directorship
- We coordinate and integrate service delivery inter and intra agency
- We seek to develop and sustain collaborative partnerships and strategic alliances
- We will decrease stigma, increase community awareness and inclusion
- We will provide trauma-informed, recovery-based services that are culturally and linguistically competent
- We value diversity among our staff and consumers
- We encourage professional growth and development of staff
- We foster staff commitment and satisfaction
- We will meet financial obligations and provide for future growth
- We will continue to be responsible financial stewards of community resources; and will achieve more diversified funding sources
